Competences of local self-government organs in recent years have significantly increased, and therefore the scope of their work. For the successful coordination of all responsibilities and duties a long-term policy and planning are required, particularly bearing in mind that there are still not enough funds for this purpose. Strategic planning is a useful tool in adapting to the changing environment and it provides a clear definition of priorities and determining the best ways for using of resources.

Strategic planning of the sustainable development is method that, through active participation of citizens, serves the establishment of harmony between the three main pillars of sustainable development – environmental protection, economic and social development - and it clearly highlights the need for integrated development. Methodological framework, adopted and tested in 25 towns and municipalities within the Exchange 2 Programme, represents a significant contribution not only to the strengthening of the capacities and more quality management system at the local level, but also the support to the implementation of National Strategy for Sustainable Development and other relevant documents at the national level, as well as to the integration process of Serbia to the European Union.

Standing Conference of Towns and Municipalities will, within the Exchange 3 programme which is funded by the European Union, directly support local government by assisting in the development of local strategic documents, and also continue to monitor the implementation of the process of strategic planning and management in municipalities and towns, in cooperation with major partners which support the operation and functioning of local self-government in Serbia, and work on further improvement of that process.
